BACKGROUND

 

On November 6, 1979, the voters of California approved Proposition 4, an initiative that added Article XIII-B to the State Constitution placing various limitations on appropriations of the state and local governments.  Article XIII-B provides that the appropriations limit for Fiscal Year 2018-19 is calculated by adjusting the base year appropriations of Fiscal Year 1978-79 for changes in the cost of living and population (Sections 8(h) and 1).

 

ISSUES/ANALYSIS

 

The City Council adopted Resolution R-46-18 approving the Annual Gann Limit for Fiscal Year 2018-19. It has since been determined that the appropriation limit for FY2018-19 should have been 79,676,325 rather than $79,132,462 based on the applicable cost of living and population data.

 

FISCAL IMPACTS

 

There is no fiscal impact.  Annual adoption of the state appropriations limit (SAL), or Gann limit, is a statutory requirement.
